Lenoir- Jeffrey Scott Carter, age 57, passed away on August 2, 2019 at Frye Regional Medical Center. He was born in Caldwell County on December 30, 1961 to Ruby Phillips Pennell and the late Richard O. Carter. In addition to his mother, Scott is survived by his wife, Robin Carter; daughter, Stella Carter; step-son, Christopher Darnell and wife, Jennifer; brother, Douglas Carter and wife, Paula; sister, Kim Wilson and husband, Richard; 2 nephews and 2 nieces; and 11 grandchildren.
