Phillip Anthony Borrero, 76, of Lenoir, North Carolina, passed away on May 4, 2019, at Hickory Falls Nursing and Rehabilitation Center, after a lengthy illness. Phillip was the beloved husband of Julia Borrero; father of Tanya Borrero Henry of Lenoir, North Carolina; and step-son, Nathan Ryan, of Charlotte, North Carolina; a granddaughter, Mia Asuncion Ricks whom he adored; he is also survived by his brothers, sisters and their families. Phillip was born in New York City on December 1, 1942. An avid sports enthusiast, he played football and basketball in high school. He was awarded scholarships in both sports and played in college in Nebraska and Texas. Phillip graduated with a Bachelor of Science degree from New York State University at Stoneybrook and was awarded a Fellowship in Urban Studies at Harvard. He went on to an appointment as Deputy Commissioner of Human Rights in Suffolk County, New York where he was employed for 12 years until moving to Tampa, Florida. Phillip was always a champion of those who are discriminated against or vulnerable. He was fluent in Spanish and put his skills to use at the Department of Children and Families in Bartow, Florida, as a Child Protective Services Investigator. In 1999, he married Julia Ryan and they moved to Lenoir, North Carolina, where he continued his work in Child Protective Services in Catawba County, North Carolina. He worked closely with law enforcement investigating physical and sexual assault of children and received the Friend of Children Award from the Children’s Advocacy Center in Catawba County. He retired from the Department of Social Services and obtained his licensure as a Private Investigator. In 2015, he retired again to spend time with Julia and his family, especially his granddaughter, Mia, the light of his life. Phil was admired and loved by friends and family. His charismatic presence filled the room wherever he was. He was compassionate and his sense of humor was a source of joy for all who knew him. His death leaves a chasm, but his love endures in the memories of his family and friends. A memorial service celebrating Phillip’s life will be held at Evans Funeral Service on Thursday, May 9, 2019 at 3:00 PM. The family will receive friends prior to the service from 2:00 PM to 3:00 PM.
