Charles Weeks “Chuck” Troutman, died Friday, August 16, 2024, at UNC Health
- Caldwell Memorial Hospital in Lenoir, NC. Born June 23, 1941, in Lenoir (Caldwell County, NC), Chuck was the son of the late Dr. Baxter S. Troutman, M.D. and Bertha Weeks Troutman (“Bea”) of Lenoir.
His father, Dr. Baxter Troutman, Obstetrician, delivered him at Dula Hospital in Lenoir.
Chuck was a lifelong resident of Lenoir. He was a graduate of Lenoir High School (Class of 1959) where he served as Senior Class President. He was also a member (a percussionist) in the nationally renowned Lenoir High School Band. A psychology major, Chuck graduated from UNC-Chapel Hill in 1963, where he was a member of Phi Mu Alpha Sinfonia (national professional music fraternity). He was a life-long Carolina fan and supporter, a life member of the UNC Alumni Association, and a member of the UNC Rams Club for many years.
He served in the U.S. Army, trained as a combat medic at Brooke Army Medical Center, Fort Sam Houston in San Antonio, Texas. He served in the Medical Section of Headquarters and Services Battery, 113th Field Artillery Battalion, NCARNG.
Chuck was employed for over 39 years as the Human Resources Director for Blue Ridge Electric Membership Corporation (Blue Ridge Energy) in Lenoir. He was an accredited Senior Professional in Human Resources (SPHR) and was a program speaker at a number of national Human Resources conferences. He was also a member of the Personnel Policies Forum of the Bureau of National Affairs (BNA), in Washington, D.C. for many years. He was an incorporator and Charter Member of ElecTel Cooperative Federal Credit Union in Raleigh, NC which he served as a Director for 11 years and as President/Chairman of the Board for nine years.
Active in civic and community affairs over the years, Troutman served as the Caldwell United Way Campaign Publicity Chair twice, Publicity Chair of the Caldwell County Chapter of the American Red Cross three times, Crusade Chair of the Caldwell County Cancer Society, and President of the Caldwell County Chapter of the American Heart Association. The Caldwell County Chapter was selected “Heart Association of the Year” in NC during his year as President. He later received the Founder’s Award from the NC Heart Association, and he was also a recipient of Blue Ridge Electric’s “Commitment to Community” award.
Chuck also was involved in Youth Activities for many years. He served as an adult volunteer Scouter (Wood Badge trained) in the Piedmont Council, Boy Scouts of America (BSA) – serving as Cubmaster, Assistant Scoutmaster of Troop 254 for 15 years, Foothills District Camping Chairman for three years, Foothills District Roundtable Commissioner for three years, and Order of the Arrow Chapter Advisor for several years.
Troutman was a Vigil Honor member of the Order of the Arrow (His Delaware Indian name was “Majewelendam”, meaning ‘seeker of challenges’). He served on the Piedmont Council and Southeastern Regional Staffs at two National Boy Scout Jamborees. He was also a past BSA Piedmont Council contingent leader to Philmont Scout Reservation in New Mexico. He received the Silver Beaver Award, the District Award of Merit, and the Assistant Scoutmaster and the Scouter of the Year Awards from the Boy Scouts of America.
Chuck was a long-time Rotarian and member of The Rotary Club of Lenoir. He served as Club President in 2001-2002, as Rotary District 7670 Polio Eradication Fundraising Campaign Chairman, as Assistant District Governor, and as Governor of Rotary District 7670 (in 2005-2006). He also served as a Rotary Volunteer in Guatemala, C.A. Troutman also served as District Rotary Foundation Chair, was a Major Donor to The Rotary Foundation, and was a member and past Chairman of the Paul Harris Society of Rotary District 7670. He was a recipient of The Citation for Meritorious Service from The Rotary Foundation. His wife, sons, daughters-in-law, and all of his grandchildren are Paul Harris Fellows.
In the local Rotary Club, he also served as Rotary District CART Fund Chair for many years, and two terms as President of The CART Fund, Inc. (“Coins for Alzheimer’s Research Trust”) a project of 24 Rotary Districts which has raised more than $10 million to fund scientific research grants into the cause of Alzheimer’s disease.
An avid stamp collector in his youth, he returned to the hobby in his later years. He was a member of the American Philatelic Society (APS) and was very proud of his extensive collection of unused and mint U.S. stamps and booklet panes.
He is survived by his wife of 62 years, Elizabeth “Betsy” Troutman, their two sons – LTC (Retired) Timothy C. Troutman, US Army of Lenoir and Captain Stuart C. Troutman of the Lake Placid Police Department, Florida – and their wives (his daughters-in-law) Michelle and Rachel, and grandchildren Grace, Sam, Max, and Seth. Chuck is also survived by his brother, Howard Preston Troutman (Janice) of Lake Wales, FL and sister, Sally Troutman Estes (Darryl) of Winston Salem, NC and their families.
He will be buried in his family plot at the Troutman Family Cemetery on the grounds of The Troutman Family Historical Association in Troutman, NC at a later date. He served on the Board of Trustees of The Troutman Family Historical Association, Inc. for a number of years.
The family will receive at Evans Funeral Service & Crematory this Thursday, August 22, 2024 at 1:00pm. A short memorial service will be held at 2:00 pm immediately following in the Evans Chapel. Members of The Rotary Club of Lenoir will serve as honorary memorial attendants.
In lieu of flowers, the family asks that donations be made to the local Rotary Club in Lenoir.
